How to unlock Arbiter's Blade and Arbiter's Regalia: the blade shards and hilt, the four armour materials from lizard skin to silk, and the Urisash blacksmith forge in Briar Sloughs.
The Arbiter set is the valley's finest gear — a legendary greatsword and a full legendary armour — and each half carries its own achievement. Both chains are missable if you let the finale arrive first, so slot them into your last in-game week deliberately.
- Arbiter's Blade (34% global) — "Restore St. Mihai's sword to its former glory."
- Arbiter's Regalia (19% global) — "Gather all the parts of the Arbiter's set of armour and unlock their full potential."

Arbiter's Blade — reforging St. Mihai's sword
1. Collect the three blade shards
Finding any first shard auto-starts the Forge It Anew chain. The shards sit behind sub-quests across the map — high-level enemies and hidden spots. Clear the chain's sub-quests one by one until all three shards are yours.
2. Win the hilt
The hilt comes from a night quest in Svartrau. Complete it to open the underground area beneath the city, beat the boss waiting down there, and the hilt is yours.
3. Forge the sword
Take 3 shards + the hilt to the Urisash blacksmith northwest of Briar Sloughs. Talk to him to start the forging scene, then survive the combat trials that follow. When the sword is restored, the achievement unlocks on the spot — the Imbued Sword of St. Mihai goes into your inventory as a legendary greatsword.
Arbiter's Regalia — A Bulwark Against Darkness
Trigger
Once your Infamy reaches level 4, a random encounter hands you the quest letter — or a conversation with Anca starts it. The quest is A Bulwark Against Darkness, and it does not mark the materials for you. You hunt down four of them yourself.

Material 1 — the large lizard's shed skin
Find the cave south of the Briar Sloughs / Maragir Wealds border — the entrance sits just south of the witchcraft merchant. The shed skin is inside.
Material 2 — a relic (two ways)
- The monastery relic: obtained inside a monastery during Anca's quest with the silenced bells (Echoes of Silenced Bells — see The Cursed Chasm).
- If you already surrendered that relic in the "most precious thing" side quest, use the alternative instead: the St. Dacius relic, in a chest inside a boyar's manor (the howling keep) during its main-story quest — enter the manor, take the lamp from another room first, then open the chest in the upper-right courtyard room.
Material 3 — the mercury vial
Only after Good Home. Head to the top of Silts Tower:
- Interact with the top-floor gate (costs 4 time units) — a flashback begins.
- Fight through enemies and a gargoyle boss; you wake up back at your home.
- At the second wave, use Focus mode on the well, and escape through the cave to the church.
- In the church, scan the figures in order: the boy, Esme, then Coen. The church doors open — take the portal.
- Inspect the glowing red stump, slide down the claw-mark slope to the river, and finish the conversation.
- Return to the tower top. The room you couldn't enter when the dream pulled you in now holds the mercury vial on its table.
Material 4 — the silk thread
Complete the Sanzhani merchant's pearl-and-treasures task to unlock her shop, then buy the silk thread for 6,500 denarii. If you're short, our fast money loop covers the grind.
Forge the armour
With all four materials, return to the Urisash blacksmith northwest of Briar Sloughs — the same smith who reforged the sword. Choose to forge the armour, the quest completes, and Arbiter's Regalia unlocks.
